French targets for immigration: Francophone Mobility currently uses an intermediate French threshold equivalent to NCLC 5 or higher in speaking and listening. The Express Entry French-language proficiency category requires NCLC 7 or higher in all four abilities. For eligible Francophone Mobility work permit applications, IRCC currently requires proof of intermediate French speaking and listening ability equivalent to NCLC 5 or higher. Meeting the language threshold alone does not make someone eligible; the job offer, location, employer steps and general work permit requirements also matter.
